But while there are reasons for hope that progress will be made – from Brazil’s emphasis on implementation to a growing recognition of the centrality of oceans – Nationally Determined Contributions remain woefully inadequate, and the risk that COP30 will deliver little more than lofty rhetoric remains acute.

Although voters around the world generally voice strong support for climate action when polled, governments that actually pursue robust climate policies sometimes face a backlash from constituencies who either have different priorities or reject such measures as an added cost, a “luxury” pursuit, an unfair hurdle to development, or even a culture-war issue. How can we build the enduring majorities that we will need to make the net-zero transition politically sustainable?

At a time when climate change seems to be falling down the agenda in many parts of the world, COP30 aims to re-energize international cooperation on the issue. With the Brazilian government hosting delegations from around the world in Belem, on the edge of the Amazon, protections for forests will be front and center, alongside long-needed debates about how to empower the Indigenous peoples and local communities who are best placed to steward climate-critical ecosystems. In fact, if the conference can deliver for these key stakeholders, it will have delivered for everyone.
